Add/Remove programs in control panel will not open.

I am not able to use the add/remove programs in the control panel. I have
tried to do a system restore to see if I could get it back to when it did
work but it will not restore.
 
I was not getting any errors. It was like that part of the file was deleted.
I did some more searching and found someone else having the same problem as I.
I went to my run programs and typed sfc /scannow let it do it's thing and it
asked me to insert my Xp disc and it fixed its self.
