"add/remove programs icon missing from control panel

A lot of weird stuff has happened to my XP computer in the
past few weeks. For instance:
In the control panel, the Add/Remove
Programs icon has disappeared. And when I click on some
other items, like System -> Hardware -> Device Manager,
or Administrative Tools -> Services, I get an hourglass
for a moment, then nothing happens.
If I go to User Accounts, and select to have the
Welcome Screen, instead of the Login prompt, it has
no effect. I still get prompted for my password when
logging in.
Any ideas?

I haven't disabled anything.
