Add/Remove Applet error

I receive the following error when I try to open the
Add/Remove applet.

an unexpected error occurred. Class not registered.

This is a compaq armada m700 running windows 2000 sp3 with
all the current microsoft updates. I have not applied sp4
due to issues we are having with sp4 on other machines.
I've reapplied sp3 and this has not helped our situation.
I even tried to run sfc/purchcache and sfc/scannow nothing
helps so far.

Does anyone have any ideas?
