Add or Remove Programs will not launch

I cannot launch Add or Remove Programs in Windows XP Home Edition. I get the
following error message when I try to launch it in Control Panel. The problem
is I am not sure if it has ever worked as I haven't used it before and to add
to the problem I have no disk for Windows - moved house recently so probably
lost it! Can anyone help please?

Error message:
An exception occurred while trying to run
"C:\WINDOWS\system32\shell.dll,Control_RunDLL
"C:\WINDOWS\system32\appwiz.cpl",Add or Remove Programs"

Try this:
Start > Run > control appwiz.cpl

when I typed the below command I got the following message:
An exception occurred while trying to run "Shell32.dll,Control_RunDLL
appwiz.cpl"
I also looke on the link you sent and installed some registry checking
software but this did not resolve the issue. Do you have any more suggestions?

When I do this I again get the "exception error" Please respond to
(e-mail address removed) if you are able to help.
