Add now shortcuts to the "Look In" folder

You mean the "My Places" pane? Select the folder in the bottom pane and on
the upper right choose Tools-> Add to "My Places"

I spend a great deal of time searching for files in folders to attach to
email messages. This is usually in Outlook, though also when opening files
in other apps.

How can I add folder shortcuts to the "look in" list?

Quick follow-up. There is no tools button when opening files in other apps
like acrobat. Is there a way to add shortcuts to the pane in these apps?
Only the basics are listed, like network places, favorites, etc.
 
You're welcome! :-)

No, the designers of those programs left that option out. You can also
create a folder named !Shortcuts in your My Documents folder and place
shotcuts in it to places you access frequently. Not as fast as the My Places
but still a few clicks faster. (the exclamation mark is so that the folder
be listed at the top)
