Add folder to start-all programs

How do I add a folder to the start-all programs listing?
I have more than 75 items on the program listing and I want to combine
some of them so that I would have space for additional items.
75 items seems to be the limit.

Right click Start and click Explore All Users. Next, determine if you want
this folder to appear on every user's All Programs list, or just yours. If
just yours, scroll down until you see your username, click the + sign beside
it. Then:

1. Scroll down until you see the entry for Start Menu. Click the + sign
beside it.
2. Locate the Program folder.
3. Click it once to highlight it.
4. Click File on the menu bar, then rest your cursor on New.
5. Click Folder when the pop-up menu appears.
6. Type the name for the folder, then hit the Enter key on the keyboard.
7. In the RIGHT hand pane, click and hold down the left mouse button on any
folders or files you want to put in this folder.
8. While holding down the left mouse button, drag the folder or file to the
new folder you created in the LEFT hand pane.
9. When this folder is highlighted (changes color), release the left mouse
button. If prompted to Move or Copy, select Move.

If you want to make this available to all users, then after right clicking
the mouse button and selecting Explore All Users, follow steps 1-9. Do NOT
scroll down to your user name.

The menu is built from the sum of two structures of folders. The one
for All Users, plus your Personal one. R-click on the Start button and
take either Open All Users or just Open, respectively. In the window
then open Programs and you can r-click and New - Folder in the ordinary
way
