Add email account

When i try to add a email account in outlook 2003 it give me a message"the
operation failed due to a registry or instalation problem. Restart Outlook
and try again. If the problem persists, please reinstall." I go to tools then
email accounts and this is the pop up. Has anyone seen this before?
 
Everything all patched and up to date?
I would first run microsoft update and make sure Office is fully patched.
 
Yes i did, i am uptodate does any body have any throughts as to what the
problem could be?
