add a printer wizard HELP

I just bought a brand new printer for my computer and I am having a really
hard time installing it. It has nothing to do with the printer as far as I
know.

Basically, right now I can't even add a printer in the control panel.
Everytime I click on add a printer nothing happens. The add a printer wizard
doesn't even pop up. So I have been on the phone for 3 days with people who
want to charge me an arm and a leg, and on the phone with the Hewlett-Packard
company and nobody can figure out the problm. I have looked up everything
possible on the web and I am not coming up with any info there either.

There was a post somewhere else and the person was having the same issue as
I am and was told to run "sfc /scannow" (with no quotes) and it worked for
that person! It did not for me!

How can I re-install an add a printer wizard if possible?

Try restarting the spooler service

or type "net start spooler" at the command prompt.

You should also give your machine a reboot if possible, if that helps.

If restarting the print spooler doesn't solve your problem (and after three days
of phone support it may not), you may want to completely remove all the printer
drivers and start over. See these articles by MS-MVPs Bruce Sanderson and Cori
Bright for how to remove printer drivers, and then reinstall the printer making
sure to NOT connect the printer to the computer until the install routine tells
you to do so.

If you still have problems, post back making sure to include (1) the version of
Windows you're using, including service pack level, (2) the brand and model of
printer you're trying to install, (3) what you've done so far, in some detail,
and (4) the exact error messages, if any, you've received.

You need to run the CD that comes with the printer BEFORE connecting the
printer to the PC.

no, that is not the case .
i need as part of security disable the
ablilty of normal user to add new printer,
and therfore disable the wizard.
i did not found any gpo or reg setting to disable
the popup wizard.
