AD Across VPN

I have a remote location that is connected by VPN. At one
time the vpn went down and the remote users were not able
to log on to the server at that location. It's a 2003
server running 2003 AD and DNS. As soon as the VPN was
back things went to normal.
I have 2 2003 Severs with AD running and my origanal 2000
server with AD.the 2000 is still primary.

Have you configure Active Directory sites for each location?
