active x controls

Every time I try to open a pdf file i get the message: "your current security
settings prohibit running activex controls on this page. as a result, the
page may not display correctly." I have tried changing every setting i can
find for active x and i am still unable to open pdf files off of the
internet. Does anyone know how i can fix this problem? Thanks.
