Active Window covers entire screen

Hi

Hope someone can help, Im using Windows XP Home Edition (New PC), when I start a program the window covers the entire screen and I cannot see the START button or inactive programs on the task bar. Is there a way to change this?

Right click on the Start button, then select Taskbar Tab,
Do you have "auto-hide the taskbar" checked?
If it is, uncheck it.

If the above is not the case,
Restore Taskbar and Desktop to Default Functionality (Line 164)
