I am trying to take an existing Word document and convert it to
another format such that I can do the following:

1) add balloons that can be filled in by the recipient of the document
(active document)

2) changes to the document by recipient do not change the spacing or
format of the original document (locked)

3) the completed document with changes can be saved and/or printed

Document is in MS Word 2002 BUT I will be using Office 2003 Pro to
edit and make the necessary changes to adapt the file.

Thanks to all who offer suggestions.

I have tried converting document to htm/html but it takes the 2-page
document and converts it into a 1-page htm/html file. I may eventually
post an htm/html version on webpage that offers the user the option of
filling in online and printing a hardcopy for snail mail.

Is this going to be a form for users to complete, save and print or email
back to you?

Thats the idea, yes.

It is intended to send to applicants as an email attachment. It's
based on the hardcopy format that is currently being snail mailed.

And down the road, we will be preparing a webpage based form that
applicants can fill-out online and print and/or save and submit by
either snail-mail or email.
