Active Directory Failure

Active Directory will no longer create user/ computer
accounts and when you try to do so it comes up with the
message:

Windows cannot create the object because:
The directory service was unable to allocate a relative
identifier

I believe that this is because the RID Master has reached
its maximum RID Pool Allocation, however I am open to
offers. I have looked at knowledge base article 316201
that covers this but am still not able to rectify my
problem.
