Active Directory Failure

Active Directory will no longer create user or computer
accounts and when you try to do so it comes up with the
following message:

Windows cannot create the object because:
The directory service was unable to allocate a relative
identifier

I believe that this is because the RID Master has reached
its maximum RID Pool allocation, however I am open to
offers. I have looked at the knowledge base article
316201 that covers this but am still not able to rectify
my problem.

This is most likely because the DC in question hasn't been replicating with
another DC in that domain. Fix replication (if you can) and this problem
will sort itself out. Ensure this DC is actually performing replication
with other DCs.

The problem with this Dave is that this is the only DC!!
I have another server on the network running ISA 2000 but
if the PDC won't add new computer accounts will it allow
me to DCPromo this server and configure replication?

As a footnote to the below, I have now made my ISA server
a domain controller so I will try the replication side of
things now.
