"active" desktop

I downloaded a picture. Before downloading, it said that the picture was
active, and did I still want to download it. I did, and my desktop is now
"active". The appearance is different, and I don't know how to change it or
revert to the old desktop. What is it? Is it good or bad/

I don't know what do you mean by active ?

But try this :
Control Panel > Display > Desktop tab > "Customize desktop" button > Web tab >
Uncheck all the items. > OK>OK

I wouldn't use it, but you'll have to decide good/bad for yourself.
