active desktop recovery

my desktop has a plain white background with the message: active destop
recovery problem.. i follow the instructions by opening properties and
desktop.. once i get to the desktop area the file is frozen.. i cannot make
any changes to the desktop... the desktop background cannot be updated or
changed... is there a fix for this problem.. my restoration file won't allow
me to go back in time to change whatever corrupted my desktop file..

Swh here My computer has that same problem please let me know if you get a
answer
