No, there is no limit of activating once. You can do so as often
as you want.
However, whether you can use your old product key depends on two
things:
1. If you used your XP Home as a qualifying product with an
upgrade version of XP Professional, that ties the two licenses
together and Home can not be used on another computer.
2. If your XP Home is an OEM version (for example, it came with
the computer), then its license ties it permanently to the first
computer it was installed on.
If neither of the above is true, then yes, you can use it on your
new computer.
