Activation Follows Mouse (x-mouse) Snap To / moves pointer to defa

Problem: Windows XP, Mouse snaps to default button upon windows activation
from mouse over, have X-Mouse set ActiveWindowTracking 1.
Note: I don't believe anyone has answered this question - I have looked all
over the internet and windows support site.

I have the Activation follows mouse (X-Mouse) set using TweakUI on Windows XP.
I have Autoraise when activating turned off, but having it on or off does
not effect what is happening.
In the Mouse Properties I have
Snap To / moves pointer to default button in a dialog even when unselected.

The problem I'm having that started in the past month May(05) / 2009 is that
the mouse jumps to the default button when the window becomes active from
mouse over. If I turn off X-Mouse then this problem does not occur since
clicking to select a window does not activate the Snap To feature.

Since everything was working for years, I will assume some Windows patch
broke something (or maybe I installed something else but I don't think so).
Does anyone know of a solution for this recent new bug.

Maybe there is some new Registry Key that is overriding the setting in the
Mouse Properties config.
Using regedit - I see the two places it exists and both are set to off.
My Computer\HKEY_USERS\.DEFAULT\Control Panel\Mouse
My Computer\HKEY_CURRENT_USER\Control Panel\Mouse
my setting on both is - SnapToDefaultButton REG_SZ 0

Last bit of fun information - I have another Windows XP machine with all the
same SP3 and other patches and it does not have this issue and has X-Mouse
set as well.

Try device mgr,expand the mouse tree,R.click on mouse hardware,locate
advanced settings,increase the sensitivity for the mouse,after,locate driver
tab,select "update driver",close out when thru,scroll to system hardware,
maybe go thru the list & R.click on each (one at a time),update
driver.Also,if
activation started may 5th,youre at the end of xp time to register,try useing
the option to phone in to microsoft.
