Activation and Transferring WinXP to another user

Can a copy of WinXP that has already been activated by one
person be transferred to another person? Can the first
person "de-activate" their copy of it so they can't use
it, and inform MS of it, so the other person can activate
it?

"Activation" and "Registration" are two seperate issues.

Activation does NOT require personal information, it only takes machine
hardware info primarily.
Registration is when you give them your name, address, phone number, girl
friends name, and the last time you sat on the can. Just have the new owner
register (if they really want to) however it is not necessary.

Provided it was a retail copy, and not one of the OEM ones you can
transfer it. OEM ones, sold with a piece of hardware and marked 'for
supply only with a new computer' are licensed solely for the machine
where they are first installed

For a retail one you simply remove from the present machine, and hand
over all materials (CD; Product Key; Cert of Authenticity and any
documentation), and the new owner installs on the new machine in the
regular way. When it comes to activation, if it is more than 120 days
since you last did it, he will find it will go through on the net just
like first time. If not, he will have to phone a toll-free number that
will be given, to explain and swap one long number for another to check
back on typing it in
