i purchased winxp home edition CD and planned to install it on four computers
since i was told by the person/dealer that it can be installed to upto
4computers. i already installed it on one computer and activated it online, i
know for a fact that if i install it onto the 2nd upto the forth computer it
would ask me to activate the CD KEY, now since it was already activated from
the 1st computer, i was told that i can still call microsoft and ask for 3
more activation key.. now my question is.. is it possible to install one
OS(winXP) to upto 4 computers. and if yes can i contact microsoft from my
country (philippines)

What your dealer said is irrelevant. What counts is what it says on
the box you purchased. Does it say "Can be installed on up to four
different PCs"? If you cannot find these words then you will not be
able to activate the remaining three installations. Go back to your
dealer and ask for a refund.

A little bit of googling gives me this web site for the Microsoft
presence in the Philippines:

The Phillippines. Aren't they the biggest pirate source now? Even if
your area has different rules regarding software licensing, like that
area doesn't enforce any such enforcement, that doesn't stop a company
from enforcing the laws of their country when you deal with them there.
So just how tangible is this seller? That is, are they in an area you
can get at them?

Sounds like you got ripped off by a pirate in your area. You say that
you got 4 licenses. The minimal license count is 5 for a volume
license; see http://www.microsoft.com/piracy/activation_volume.mspx. So
either you got a pirated copy and the seller will tell you whatever you
want to hear regarding the number of purchases or what they figured they
could weasle out of your wallet, or they illegally broke up a volume
license which is supposed to be all used within the same organization
and cannot be sold outside that organization.

When you go to activate online and if it fails, the dialog will tell you
what telephone number to call. Or you could follow the instructions at
http://support.microsoft.com/kb/307890.

Next time don't get suckered by an overly cheap price. Turns out it
really isn't that cheap since you paid more than what you would've paid
for a legal single license that you probably still didn't get.

Are you sure that you have even a single legitimate license, as you
bought that copy from someone who lied to you?

You need to purchase a separate WinXP license for each computer on
which you install it.

Just as it has *always* been with *all* Microsoft operating
systems, it's necessary (to be in compliance with both the EULA and U.S.
copyright law http://www4.law.cornell.edu/uscode/17/117.html), if not
technically) to purchase one WinXP license for each computer on which it
is installed. (Consult an attorney versed in copyright law to determine
final applicability in your locale.) The only way in which WinXP
licensing differs from that of earlier versions of Windows is that
Microsoft has finally added a copy protection and anti-theft mechanism,
Product Activation, to prevent (or at least make more difficult)
multiple installations using a single license.

i already installed it on one computer and activated it online, i
know for a fact that if i install it onto the 2nd upto the forth computer it
would ask me to activate the CD KEY, now since it was already activated from

It's not a matter of "asking for more activation keys;" you'd have
to purchase additional licenses. One can buy additional licenses,
assuming one already has a retail license. Naturally, Microsoft cannot
sell additional OEM licenses. Be aware, however, that you'll probably
pay more this way than you would if you were to buy a second copy of
WinXP from a discount retailer; Microsoft will only offer you a 15%
discount off their MSRP.

Additional Licenses for Windows XP Home Edition
http://www.microsoft.com/windowsxp/home/howtobuy/addlic.asp

Additional Licenses for Windows XP Professional
http://www.microsoft.com/windowsxp/pro/howtobuy/addlic.asp

now my question is.. is it possible to install one
OS(winXP) to upto 4 computers. and if yes can i contact microsoft from my
country (philippines)

As long as you have multiple identical licenses, it doesn't matter if
you use the same CD for the installations, as long as you use a
different license each time.

Most likely not for XP. Read the EULA. Microsoft sells license at
various prices. A decent alternative for the other three computers is
the Redhat Linux Fedora Core project which is free--a new version is
due this month (I believe May 23rd). You can also load up Open
office.
