Activating XP Pro

I just purchased XP Pro and on the COA it says Windows XP
Pro...2 CPU.

Does this mean that I can install it on two computers?

NO it means it will work with a system that has up to 2
CPUs (not 4 or 6 or 8, just one CPU or 2 CPUs)
 
No it means you can run it on a two CPU system (which, if you have one, is a very nice thing indeed).
 
No, It just means XP Pro can harness the power of a PC with a motherboard
that houses 2 CPU's

No. But that doen't mean that MS actually has the legal right to limit you,
as an individual, "fair use" of your copy of software. They think they do,
but cannot legally prove. I was gonna say "may not" be able to prove it,
but after over a decade of their One Computer term being in their Windows
post-sale "shrink-wrap license," with MS refusing to legally prove it all
that time, at some point you have to consider that they haven't legally
proven their One Computer EULA speculation, because they cannot!

No - it means you can install it on a single computer, that may have 2
CPU chips on the motherboard
