activate cached exchange mode in outlook 2003

How can one activate over a Script the Cached Exchange Mode in Outlook 2003
on the client dependent upon differently criteria?
 
What kind of criteria? The best approach might be not a script, but Group Policy Objects, as described near the end of the article at http://office.microsoft.com/en-us/assistance/HA011402591033.aspx.

It shall be evaluated, whether the PC is used by different users. Due to this
evaluation the mode then shall be activated only for certain PCs.
