could someone tell me why my windows mail doesnt have an action tab or how to
recall a message

What's an action tab?

If a message you have already read is hidden, click on the folder containing
it,
then View, then Current View, then Show All Messages.
 
You can't recall a message sent from most email clients.
In an office setting, some Exchange server clients (Outlook)
have that capability under very limited conditions.
