accidentally deleted user information

When following instructions from another post on how to delete a user
profile, I accidentally deleted one that apparently had all of my user
settings/information stored in it. Now all of my programs have been deleted
along with my documents. I tried System Restore, but it will not work. Please
help me get my files back! Thank you.

Doubtful your programs have been deleted - most likely the short cuts have
been deleted.

If you have been using the PC - it is unlikely you will actually be able to
restore any files you deleted. You could restore from your periodic
backups. However - system restore only backs up SYSTEM files - not your
files/shortcuts.

I suppose you're right, the files are still here. But is there any way to
retrieve my user profile? I lost all of my documents and pictures.

If you did not observe the prompt to save the
user files prior to deleting the User Account,
then those files have been permanently deleted
and are generally not recoverable.

However, you may wish to try a third-party
file recovery program, such as:

Search and Recover

If you act quickly it should be possible to recover all or nearly all
of those files, before the disk space they occupied becomes used by
other programs. Choosing the right file recovery tool can be tricky
because different products are written to work best in different
situations.

My feeling is that your best chance would probably be to use NTFS
Recovery (http://www.tech-pro.net/ntfs-recovery.html) assuming your
hard disk is NTFS.
