accessing windows

when my computer loads up i keep getting a error message
about how my computer cant checking license error code
0x800400.

it wont let me do any thing on the computer not even safe
mode works!

Boot to Safe Mode, boot the system, start tapping F8, when the menu appears,
choose Safe Mode. Once in Safe Mode, do the following:

Go to start/run, and type

regsvr32.exe regwizc.dll

OK, then,

regsvr32.exe licdll.dll
