I am in a business enviroment and my co-worker wants me to have access to his
folders under his personal folders mailbox under drafts but when I go to
share them his sharing is not highlighted so that means that he can not give
me authority to access them right is there anyway around this. I have the
rights on my pc to do it but he does not

If you are talking about a pst-file that is correct. You cannot share
folders within pst-files. You can only share folders that are located in the
Mailbox on the Exchange server.
