Accessing old(1999)Office Outlook PAB and PST files from Outlook

I need to access my old mail files from an old employer that I had backed up
onto CD.
Standard opening produces the message, "access denied, you do not have the
required permission to access the file "

I assume I need to create a version of my old id file, how do I go about that?

The files in question were created in Outlook, back in 1999. Currently I'm
using Outlook 2003.

Copy them to your harddisk first and remove the "Read Only" file attribute.

Connect to the pst-file by File-> Open-> Outlook Data File...
Use the Import and Export Wizard to import your pab-file into your Contacts
folder.
