accessing database from internet

I know that Microsoft Access 2000 only alows 10 users at a time, because
thats all that it can handle. Is Microsoft Access 2003 the same way?

The specification is actually 255 users (since Access 97 at least). The
"practical" limit varies with every application and hardware environment. 20 -
30 is not unusual though when properly designed and on a good network. Many
report no problems much higher than that.
 
Access by itself and *in theory*, can have up to 255 concurrent users. In
practice, the number of concurrent users is much less but I have databases
that have up to 20 concurrent users.

I am not sure about "accessing database from internet", though. The "10
users" may be the limit of your internet set-up, NOT Access.
