Access wizards disappeared ,reloading & repairing software no wor.

In Access wizards will not operate; for example:
if I want to produce a label
click on new
new report window appears
choose label format
enter which query or table to use
new report window disappears

or

choose create a report using wizard and nothing
happens no window appears

What happened to the wizards?

Thus far I have tried to fix the problem by:
using software to repair
using software to reload
