access to personal folders

I added a personal folders that is pointed to the LAN. And other users need
to access it as well. Can only one user be accessed to a personal folder
even if it is located on the LAN.
 
Yes, PSTs are single user data source no matter where they're located.
 
I am looking to do the same thing with an archive file. Can I install this
file on another computer and have others access the file, or at least copy
the data into the other/new account? We had an employee leave the company and
we performed a local archive and now want to install it on another
computer/different account. Is there an alternate way to do this? Like create
an account on the computrer with the old user's ID and get into there and
create some type of backup?
