In the WinXP SP2, I am encountering in the local secuirty setting the above
being greyed out so that other computers cannot access File shares.

Where can I allow the local computer to be access via the local subnet?

You set user rights in Local Security Policy/local policies/user rights. It
the setting is grayed out that would indicate that the computer is a member
of an Active Directory domain and there is a domain or Organizational Unit
level Group Policy enforcing that setting. If you are a local administrator
you can use rsop.msc to see what Group Policy settings are being applied to
the computer and the "winning" GPO. --- Steve
