Access Size Doesn't Change

I have an MS Access 2003 db (table) that has 9719 records (130 MB). I
created a copy and deleted all but five records to send as an email
attachment, but the copy, with only five records, shows its size to be 128
MB. Why would it be so large?

Access doesn't reclaim file space until you do a Compact/Repair. It's in
the Database Utilities menu.
 
I've reduced the Access db to only one record, done the "Compact & Repair"
and the smallest I can make the file is 89 MB. Does Access have so much
overhead, that one record takes up this much space?
