Access Reports

I want to export data on an Access Report right into an electronic
form/template with locked fields that can be updated by people. How can I
make this happen?

I'm a bit confused ...

According to the definition I use, "locked fields" would mean that people
could NOT update the data. How are you using the term?

As a guess, use InfoPath to just reference the database or possibly a word
merge that creates a word document that serves your needs or pdf creation to
a pdf form?

Most people use Access as the application for the "locked" form. Have you
picked what app you want the form in?
