Access Passwords

Why am I having trouble getting the visual studio designer to accept an
access database with a password?

It keeps giving me an error that the database is being used by me but I am
not.
 
In the Server Explorer, do you have a Data Connections set to the Access DB
and is it currently connected? If so, right click and close the connection
then run the app.
