Access LAN over PSTN?

I have a computer connected to a LAN at a remote site with fixed ip
addresses (other devices on the network include a PLC). The only
connection this computer has to the outside world would be through a
modem connected to publin phone lines (PSTN). Is there a way to connect
to this LAN remotely through the modem in the computer? Do I need more
hardware? Do I need to set up a VPN?

FYI: the computer is running XP home, but if necessary this could be
upgraded to XP pro.

XP can act as a RAS box. Once you connect you could use UltraVNC or if you
upgrade to XP Pro then use Remote Desktop to control the PC.

Thanks for the reply, your interest is appreciated. I have successfully
used remote desktop and VNC before to _control_ the PC, but that is not
what I want to do this time. I need to have access to the remote LAN as
if it was local - ie be able to browse the remote network, transfer
files, etc (all the operations normally available in a typical local
network)

any ideas for this? from my research, this seems to be called "remote
access", whereas remote desktop and vnc are classified as "remote
control".
