Access is Denied

My brother pc stop working, first were the ps2 then it
did nothing, so we took the hard drive a put it in
another pc so he could get the data out, but he was using
windows xp home and I have the pro version and even log
as a administrator can't access the data. Forgot to say
that his hard drive right now is like slave bacause there
is no other way for my pc to reconize it. So, is there a
way to activate his account form my hard drive or to
access the data. TIA!
