access is denied for AT command

Greetings,

On win2003 member server, I'm getting "Access is denied" error if try AT
command in CMD prompt (just AT, no other parameters). If try to open
"Scheduled Tasks" UI nothing happens
and no errors - UI is not showing up.

Above symptoms are for all non-admin users, for admin users it's working
fine.

Non-admin users are in "Backup operators" group, they are able to login and
shutdown the server...

Could it be that non-admin users have insufficient NTFS
access rights to at.exe?
