Access DVR over the Internet

I am new to networking, but have to set up a DVR in an office and configure
it so the owner can access it from his home. The DVR client software accepts
an IP address and a Port number to connect to the DVR. The DVR will be
connected to a router, the only PC in the office runs 2000 Pro and cannot be
upgraded to XP is there anyway to do it with this setup ?
If we get a static IP address can I use the current Cable Modem/Router combo
or will I need a separate setup ?
I was thinking the cheapest and easiest might be to istall another PC with
XP Pro and the DVR client software and then use Remote Desktop to connect
over the Internet
Any and all ideas welcome

I don't know how the DVR works, but if you can find out what port it uses,
you can allow traffic on that port inbound in your router/firewall and
forward it to the LAN IP of the DVR - then install the client software on
his home computer.

Or use something like GoToMyPC so he can get remote access to his
workstation in the office.
