Access denied when starting windows firewall

One of the PCs on our corporate network will not start Windows Firewall.
There is no other firewall installed.
When I click on the firewall in Control Panel, I get a message that the
service isn't started and do I want to start it. If I click yes, I get a
message that it can't start.

When I run services from Admin tools and right-click on the firewall then
click start, I get Error 5 Access Denied.

Even running as administrator I get the same error.

What do I need to do to fix?
