Access denied to user account in control panel

When i try to access user account in ccontrol panel , an alert window tell
me that it is "impossible to open the user account control panel"
What could be ? why ?
Someone could help me ?

Hi,

Click start/run, type "control userpasswords" click ok - does this open the
users applet or do you get the same error message? How about if you run
"control userpasswords2"? If there is still an error message, please be
specific with what it says. You might also check the event viewer for
additional information (start/run eventvwr.msc and check the system logs).
