Access Denied starting Remote Access services

I am set up as administrator of my XP Pro station at
home. I cannot create dial-up or VPN connections as they
are greyed out where they would normally be selected.

I notice that my Remote Access and Internet Connect FW
services are not started and when I try to start them I
get access denied messages - events 7001, 7023, 20035.

I've tried a new security policy import and have also
tried as the "Administrator" login - and keep running up
against the same thing.

Any ideas please?

Thank you Doug - After the reboot it worked.
