'Access Denied' problem

After switching to ADSL broadband from my dial up line, I
was unable to get online as my Internet Explorer keeps on
blocking my access with this message: 'Forbidden' 'Your
were denied access because:' 'Access denied by access
control list'. Can anoyone tell me please how I can solve
this problem. Thanks.
