"Access denied" on moved files - post Windows XP repair

I had a problem a couple of days ago where Windows XP would not start
up at all and I had to boot up from the Windows CD and go through a
repair process. (See bottom of message for details of the steps I
took.)

Now I have Windows XP Home running again, but when I move a file I can
no longer access it without going into Safe Mode and changing the user
properties there. I can access all files that existed prior to the
repair. The problem only occurs when I move a file to a different
folder, not when I make changes to a file or copy a file.

When in Safe Mode, all the new files created since I repaired Windows
give me a message:

"You do not have permission to view or edit the current permission
settings for <filename> but you can take ownership or change auditing
settings."

The screens then show no information about users and permissions, but
I can add users and create permissions.

The problem is that any file that I move to a different folder will
have the same problem. I will have to return to Safe Mode to be able
to access it again!

Does anyone have an idea of what is happening? How can I overcome
this?

I only log in as the one user who has administrator rights. Have I
inadvertantly created a new user when recovering Windows?

===== Repair Procedure Taken =====

A quick summary of what I had to do to repair Windows was as follows:-

When selecting Repair from the CD there was no Windows directory on
the C drive mentioned so I did the following:-

- Running DIR on the C drive gave the message "An error occurred
during directory enumeration."

- Ran MAP, it showed the following information:

F: 2502MB \Device\Harddisk0\Harddisk0\Partition1
C: 114737MB \Device\Harddisk0\Harddisk0\Partition2

- Ran FIXMBR to fix the boot record

- Ran DISKPART - just to see what was there. My C drive now appeared,
but one partition and all free!

- DIR still produced error message above

- Ran FIXBOOT - it couldn't make things worse, could it?

- DIR gave sensible results

- Tried to run Windows

- Ran CHKDSK - said OK and didn't need anything done on it. Still
couldn't boot into Windows.

- Ran CHKDSK /P - could boot into Windows after this but screen was
redrawing slowly

- Noticed that the driver for "NVIDIA nForce AGP Host to PCI Bridge"
was marked as corrupt or not loaded for another reason, so I scanned
the web and uninstalled the old driver and installed the downloaded
driver - all back to normal, I thought! See top for problem with
moving files...

I have had the same problem with Windows XP since day 1. I bought a
Dell with XP Home edition and I have never been able to access a moved
file without going through the hassle of starting in safe mode first
and then changing the security settings.
Why can't I access a file that has been moved?

Help? Anyone??
