access denied installing sp2

Was able to update system using the msn download page but it won't install
sp2 even though signed in as administrator. If everything else updated why
won't this? I also have a time zone issue-don't know if that would cause the
problem though. My time zone tab only lists GST times but I need EST. There
is no option for EST. How do I get that?
