If you are sure your computer is clean from malware and Viruses then you may
have a corrupt profile, try to create another profile and see if that will
solve the issue, if it did then try to copy the data from the old one to the
new profile by reading this article:
How to copy data from a corrupted user profile to a new profile
http://support.microsoft.com/kb/811151
P.S what are these services you want to disable?.

"change a startup program". We are supposed to know what that means to
YOU? Doesn't tell us anything about WHAT you are doing to disable or
delete the startup item.

Did the startup item that you supposedly disable actually get disabled?
That is, is it still starting up?

Have you checked the box on startup telling you about the intended
change so you don't get warned about it again? If you use msconfig.exe
to change the startup set then you get notified on the next startup
about the changes that you made (or attempted to make). You will get
that popup EVERY time you startup Windows until you choose to select the
checkbox to stop telling you about the change.
