Access Connection Manager Problems

Hi

I have just re-installed windows XP on my computer
following internet connectivity problems.

Now I can't add a network connection.

I think that the problem is due to me not being able to
start the remote access connection manager.

When I try to start it I get "error 5: access is denied"

Any help on this would be appreciated.
