Access 97 won't open ( Out of Memory)

I loaded Office 97 Pro on a new pc with windows XP pro with service pack 2.
Everything works ok except Access which won't open. A box pops up that says
"Out of Memory". When I click the OK button I get another box that says
"Microsoft Access A system error occurred, or there isn't enough memory to
start Microsoft Access. Clost unneeded programs and try again." I am pretty
sure it is not a memory issue; the pc has 1 gig of ram. I have uninstalled
and reinstalled Office several times and get the same error.
