Access 2007 won't let more than one person in at a time

I just created a database in Access 2007 and it will only allow 1 person in
at a time. I can't figure out how to set it up to allow more than one person
in it?

Check Tools/Options/Advanced. Is it set to open as shared or exclusive?

Do the users have full access to the Windows folder where the database file
lives? Can they add, change, and delete from that folder?

Access 2007 doesn't have a "Tools/Options?Advanced (or atleast I can't find
it). I went to the Microsoft Office button - Access Options - and it does
show under the Advanced Tab - Default Open Mode - Shared and everyone has
full access to the folder?
