Access 2003 will not startup on my PC. Why?

I have Professional 2003 upgrade. Everything else seems to run OK. My
machine came with Works, which says its ok to upgrade to professional.

I have the new 3.1 installer. I have re installed over and over. No
meesage why it will not start.

Did you try a Repair of Office?

Can you describe what you've tried to do to "start up" ACCESS? What happens
when you do these steps?

What other Office programs and versions are installed on the PC?

Don't think you're on the right track. Works is an integrated package
that is pretty much a freebie. Microsoft Office is a different kettle
of fish. You need to have some component of MS Office in order to
"upgrade"

states that any of the following versions of Works qualify for Office
Professional Edition 2003 Upgrade Price:

Works 6.0, 7.0, 8.0, or 8.5
Works Suite 2000, 2001, 2002, 2003, 2004, 2005, or 2006

As well, http://www.microsoft.com/Office/Access/howtobuy/default.mspx states
that the same versions (with the surprising exception of Works 8.5) qualify
for the upgrade price for Access 2003 by itself.
