Access 2003 crashing with AppStamp: 3F3C8E3C (AppVer:11.05614.0)

Hi All,
One of the computers that runs an Access applicatoin crashes with the above
code.
on other computers there's no problem.
when reinstalling Office 11, I get an error 1904 'Cannot register MSRCLR40.dll
Im running out of suggestion here..
Any thoughts?
